The problem goes back further…

The consensus was that it was insane to have the rapid response unit so close, but Rudy’s mistress at the time (pretty sure the cousin he later married) lived just down the block.

So Rudy kept it there so he could sneak over to see her.

I think the reason they didn’t have the respirators, was that unit was too close and had all the equipment in it
