Seems like a fine way, but the number of rules and exceptions seem about equivalent to the “2-category, 5 sub-category” method of learning it.

And it is mentioned already but si = shi, ti = chi, tu = tsu rules should already be ingrained by the time you get to conjugation, there are very few practical examples of てぃ words etc. in hiragana, so I really don’t think a learner needs to fuss too much over that.
