Well it sure as hell isn’t goiing to encourage a new generation to undergo the difficult training for this ultra-stressful understaffed job.
They need to pay them more. I also have a job like this that has had studies that show it shortens your lifespan.

You are more likely to die from a bus crash. Highways are way more deadly per mile than airlines.
The last time the US had a commercial airline crash with high fatalities was 16 yrs ago. While this crash is appalling, it is irrational to avoid air travel in favor of highway miles.
