They could have asked “If the US asked you to, and paid all related transfer expenses, and you got to keep original $20k fee, would you be able to locate the prisoner and have the spare military personnel to securely transfer him to a US military plane?” Instead of allowing the answer “we can not simply set a terrorist free in the middle of El Salvador”
