Its baffling to me tbh. I was once federal IT and got a death glare for suggesting somebody not use their family wide shared icloud account on a device subject to FOIA. Particularly given the (admittedly, entirely hypothetical) potential for every connected device to be seized and wiped in the event of data spillage.
I don’t know the demographics of congressional staffers but I could imagine a recent grad trying to live on recent grad pay in DC could see the .gov phone as one less bill every month
