- Accept untrusted web certificates (because noone bothered to register the CA with major browsers)
- Normalize opening links in external applications (because civil servants don’t know how to code needed features in Javascript)
- Have users resort to Google because public administration’s content is so messy that it is really hard to find anything beyond the main page campaigns
