but with $5k a month, I think I could buy enough hardware to increase concurrent user count by at least 500 every month.

These people pay for the peace of mind - no worrying about backups, power supply, network outages, compliance, retention policy or whatnot.
The service has to be up and secure 100% of the time. A data breach or downtime costs a company a lot of money.
