I doubt it was meant to be accurate to a single specific point in the series timeline or anything. They just used the most recognizable/iconic costumes for each character. And yes, that is Ro, who came with the shuttle kit, which was a preorder bonus or something. It was always seen by fans as an odd choice that Ro was chosen as the character to be included in that kit.

Well I figure if they include the rest of the crew with the Enterprise kit, adding Ro with the shuttlecraft prevents duplication. Just need an O’Brien and a Q. Maybe O’Brien should come with a DS9 set?

That is the best explanation that I have seen for O’Brien’s omission from this set. LEGO is probably planning a future DS9 set after this, and O’Brien would obviously be included in that one, and LEGO does not want to have to include the same character in two different sets. Or maybe that is not usually a problem for them at all. I have no idea how LEGO operates.

I have all three Simpsons sets (house, Kwik-E-Mart, Krusty Burger), and all three include the Simpsons family. So they definitely have done repeats.

This might be a bit different because they’re using likenesses of real people, though.
