Afghanistan had its treasury holdings in US banks. Iraq still does. It doesn’t have permission to withdraw, and its oil revenue goes into US controlled bank account. ie. The US has veto power over Iraq government spending budget. Venezuela, now has such an explicitly bragged about arrangement, with explicit promise to directly steal Venezuela funds for US/Trump interests.

It’s a good test of sovereignty to request withdrawal, or selling whatever is supposed to be held.
