I mean this sounds like lawsuit material. Im kinda wondering about criminal charges. We have laws requiring children to go to school but im not sure if intentionally blocking a student from going to the local public school is.
This doesn’t seem like a good idea. In fact I find several things wrong with it.

If you move to a new locality, and don’t immediately update your license plates or tabs because say you just paid to do that somewhere else, that doesn’t invalidate your child’s need to go to school in the locality where they live.

Ther person dropping the kid off might have out of state plates, and that doesn’t prove or disprove the locality where the child resides.

This doesn’t take into account people who own property in more than one state.

What if the child is one who’s parents have joint custody and they don’t both live on the same side of a state line?
