Of course they can, and they will. They are over 1 billion people. They are advanced, in many areas on the cutting edge. They are the manufacturing hub of the world and this is an important strategic asset.
Considering how important chips manufacturing has become, they simply cannot accept relying on the west for this. Anything else would be a huge liability in case of a war.
