No. It’s objectively immoral to run a dictatorship. It’s objectively moral to resist it.
A dictatorship can be moral if it is benevolent. Resistance to such a government would be terrorism.
No such thing as a “benevolent dictatorship”.
How something be terrorism when it’s just not doing what some else wants you to do?
