The Nazis probably had some input - “Black, lots of black” - but mostly they would have left the designs up to the pros, chose a few favorites, and gave the greenlight.

They were designed internally by each service. For example the SS uniforms were designed by Karl Diebitsch and Walter Heck, with the belt buckle by Hitler. They mostly followed the patterns in use since before WWI.
Thousands of companies supplied uniforms. It would be pretty motley if each of the owners were allowed to muck about with the design.
You should also know that the Nazis weren’t interested in who could do a good job. They wanted contracts filled as cheaply and quickly as possible, quality rarely a factor, and favouring business deals with the prospect of kickbacks.
