By having everyone in the database, they don’t need even the flimsiest of excuse, then they can just yell “domestic terrorist!” and be done.

Doing that leaves evidence that they are lying, declaring anyone a domestic terrorist from a prior date makes it much harder for the public to prove their lies.
Again, what you just described sounds exactly like what they did to both Renee and Alex. I don’t see how some fake database changes that strategy at all.

It doesn’t change it, it makes it more effective and easier to lie about.
