The Nazis did the exact same thing, so the only surprising thing is that it took so long. I honestly wouldn’t be surprised if they had Kirk killed for this purpose.
That’s a little too tinhat for my tastes, but it’s pretty clear they had a well-coordinated plan of action ready to go once an incident they thought they could use came along.
