The state of Minnesota and the cities of Minneapolis and Saint Paul sued the Trump administration on Monday over the recent surge of immigration agents in the area, arguing that it amounted to "a federal invasion of the Twin Cities."
Generally, state agencies are not allowed to operate outside their respective states. Like they can’t just go to another state and arrest the guy.
If they fled to, say Florida or Texas, and Minnesota wants them they file a warrant and maybe ask the Feebs to execute it; or they ask the state that’s harboring them.
But no one has any particular obligation to do so- especially if, as is the case for trans procedures and affirming care out of state, it’s not a crime in the harboring state.

Well luckily for them the guy lives in the state.
He hasn’t been home since the shooting.
Can’t blame him, really. He’s pretty much the most hated person in the state at the moment. Him and the family left, it seems.
